This Joint Resolution proposes an amendment to the New Mexico Constitution to establish a State Redistricting Commission responsible for creating new boundaries for electoral districts after each federal census. The commission's plans must adhere to federal and state laws, be drawn using contiguous precincts that are reasonably compact, and attempt to preserve communities of interest and consider existing political and geographic boundaries. These plans will be subject to public comment before final approval and will take effect for the next election and for candidate residency requirements. The legislature will fund the commission, and its members will be appointed and removed according to law, with the commission having the authority to hire staff and legal counsel to defend its redistricting plans.
