This bill adds a new section to Idaho's existing law to establish the Confined Animal Feeding Operations (CAFO) Improvement Fund and Committee. The fund will be used to provide grants to owners and operators of dairy farms, beef cattle animal feeding operations, and concentrated animal feeding operations for implementing environmental improvement programs related to by-product, waste, nutrient and water management, energy efficiency, and renewable energy projects using livestock by-products or waste. The CAFO Improvement Fund Committee, consisting of representatives from various state agencies and industry groups, will be responsible for administering the fund, including soliciting and reviewing grant applications, scoring and ranking proposals, and awarding funds. The bill also requires the Department of Environmental Quality to provide staff assistance and support for the committee and administration of the fund.
