This bill amends existing state law to require all state employees to be physically present at their place of employment when carrying out their duties, with certain exceptions. The exceptions include complying with federal law, duties that require travel away from the place of employment, the inability to physically occupy the place of employment, or if private employers reduce their in-person workforce by 50% or more in response to a public health emergency. The bill also requires state employers to hire employees only from employment lists of applicants who meet prescribed minimum requirements and have passed the prescribed tests.
