This bill would establish the "Easy Enrollment Program" in Illinois, which would allow taxpayers to request information about their eligibility for health insurance benefits and authorize the Department of Revenue to share their income information with the State health benefits exchange, if one is operational. The bill would also require the Department of Healthcare and Family Services and the Department of Insurance to provide the Department of Revenue with a form letter describing health insurance enrollment options, and for the Department of Revenue to send this letter to taxpayers who have indicated they want to request health insurance eligibility information. Additionally, the bill would require any operational State health benefits exchange to interface with the Department of Revenue's tax system, and allow the exchange to use the taxpayer's income information to assess their potential eligibility for health insurance premium tax credits and Medicaid.
