This bill establishes limits on transcript release restrictions at institutions of higher education and certain proprietary institutions. It prohibits these institutions from refusing to provide a transcript or charging higher fees due to an outstanding student debt of $2,000 or less in non-mandatory charges. However, the institution can condition the provision of a transcript on the student's agreement to enter a repayment plan if the debt is for unpaid tuition, room and board, or other mandatory fees, or if the debt exceeds $2,000 in non-mandatory charges. The bill also includes an exception that allows institutions to provide transcripts without restriction if the student attests they are needed for student loan applications or refinancing. Violations of the bill's requirements are considered unlawful practices subject to applicable remedies and penalties.
