This Resolution establishes a special committee within the New Jersey Senate, named the "Senate Select Committee on the Executive Branch's Response to the COVID-19 Pandemic," composed of six senators appointed by the Senate President, with no more than three from the same political party, and led by a chairperson and vice-chairperson from opposing parties. The committee's primary purpose is to thoroughly examine how the executive branch handled the COVID-19 pandemic, identifying both successes and shortcomings, with the ultimate goal of developing strategies to better prepare the State for future infectious disease outbreaks or other major emergencies. To achieve this, the committee is granted broad investigative powers, including the ability to issue subpoenas for testimony and documents, hold hearings, gather information through various means, and report findings and recommendations to the Senate, though subpoena issuance requires the consent of the committee chairperson, vice-chairperson, and the Senate President. The committee can also utilize the assistance of State employees and may hire special counsel with the Senate President's approval.
