This bill, known as the Transfer With Success Act 2.0, requires each community college and 4-year public institution that receives state funds to participate in a transfer platform established by the Maryland Higher Education Commission. This platform will allow students and advisors to determine if a course will transfer from any community college to any 4-year institution, provide recommended courses for specific programs of study, and include various transcript options for students. The bill also mandates that 4-year institutions honor the information in the transfer platform, update course information within 60 days, complete transfer evaluations before registering students, and remove inaccurate information. Additionally, the Governor must include $1 million in the annual budget to support the operation of the transfer platform, and the Commission cannot charge institutions a fee to participate.
