This bill requires the State to reduce statewide greenhouse gas emissions by 60% from 2006 levels by 2031 and achieve net-zero statewide greenhouse gas emissions by 2045. It establishes a Climate Catalytic Capital Fund to promote environmental justice and leverage private investment in clean energy technology. The bill also creates a Maryland Climate Justice Corps program to mobilize and train youth and young adults to deploy clean energy technology and mitigate climate change impacts in disproportionately affected communities. Additionally, the bill sets building emissions energy performance standards for covered buildings and creates a Building Energy Transition Implementation Task Force to develop complementary programs, policies, and incentives. The bill also addresses electric school bus deployment, state vehicle fleet electrification, and other measures to support the state's greenhouse gas reduction goals.
