This bill amends the State Finance Act and the African-American HIV/AIDS Response Act to extend and expand the African-American HIV/AIDS Response Fund. The Fund is used to provide grants for programs to prevent HIV transmission and treat HIV/AIDS, particularly in African-American communities that are disproportionately impacted by the disease. The bill specifies that the Fund can be used to develop and maintain a comprehensive, culturally sensitive HIV prevention plan, a stable HIV/AIDS service delivery infrastructure, a statewide HIV testing program, and research to improve prevention and treatment. Additionally, the bill requires the creation of at least one Black-led Center of Excellence HIV Biomedical Resource Hub for every $3 million in available funding to improve Black health and eliminate Black HIV-related health disparities.
