This bill amends the Graduate Scholarship Act in New Mexico. Key changes include: 1) Defining "eligible institution" as any graduate degree-granting state university accredited by the Higher Learning Commission, instead of the North Central Association of Colleges and Secondary Schools; 2) Prioritizing scholarships for New Mexico students with the greatest financial need and those from groups underrepresented in graduate education, rather than those from the most severely underrepresented groups; 3) Requiring a minimum 3.0 GPA for first-year eligibility, and a minimum 2.5 GPA for continuing eligibility; 4) Capping the total number of scholarships at 4 per recipient; and 5) Appropriating $5 million from the general fund to the Higher Education Department to fund the scholarships in fiscal year 2023.
