This bill establishes procedures and standards regarding public service privatization contracts. It requires agencies to solicit competitive bids for privatization contracts, ensure that the quality and quantity of services are maintained or improved, and that the contractor pays wages and benefits at least equal to those of current public employees. The bill also requires the Office of the State Comptroller to review the agency's certification that the contract will provide cost savings, and the State Auditor to conduct annual post-audits of the contracts to evaluate actual costs and savings. The provisions of the bill apply to privatization contracts entered into on or after the effective date, but not to contracts first entered into prior to the effective date or any renewal, extension, or transfer of those prior contracts.
