This Memorial requests the Department of Public Safety to conduct a statewide study to identify shortcomings in the training provided to law enforcement officers and first responders. The study will specifically focus on how well these professionals are prepared to respond to emergency situations in a way that is sensitive to cultural differences and social issues, including the need for trauma-informed training for incidents like sexual assault, domestic violence, and stalking, and a better understanding of the needs of the lesbian, gay, bisexual, transgender, and queer (LGBTQ+) communities. The assessment will be developed in partnership with organizations that have expertise in these areas, and the findings will be used to determine the best locations for future training and will be reported to a legislative committee by July 1, 2023.
