This Resolution amends the House Rules to require committee chairs to provide 48 hours' advance notice before a bill or resolution is heard in their committees, with an exception for the final eight days of a legislative session. It also modifies a rule concerning bills, resolutions, or memorials that are recommended for passage by a committee, stipulating that after committee amendments are adopted and the report is accepted by the House, such items will be placed on the "speaker's table" for 24 hours (one calendar day) before being scheduled for a final vote, known as "third reading." This 24-hour waiting period is waived during the last eight legislative days of a session, during any special session, and for items placed on the "consent calendar" (a list of non-controversial items). Additionally, the Speaker must now provide at least 24 hours' advance notice to the House about which bills on the calendar will be considered for third reading on the following session day.
