This Memorial requests the Department of Public Safety to conduct a statewide study to identify shortcomings in training for law enforcement officers and first responders, focusing on how they respond to emergency situations in a way that is sensitive to cultural and social differences, including trauma-informed responses to sexual violence, domestic violence, and stalking, and understanding the specific needs of the lesbian, gay, bisexual, transgender, and queer (LGBTQ+) communities. The study will also consider the cultural and language needs of diverse populations, intellectual and developmental disabilities, and mental and behavioral health issues, and will involve collaboration with local organizations that have expertise in these areas. The findings will be used to determine the best locations for training and will be reported to a legislative committee by July 1, 2023.
