This Memorial, House Memorial 33, requests the Public Education Department to study and report its recommendations for gifted education programs and services to the Legislative Education Study Committee. The study is prompted by concerns about inconsistent identification practices, inequitable access and service provision for gifted students across various demographic groups, and a lack of standardized curriculum and evaluation methods. Specifically, the department is asked to examine the equity of participation and advanced performance development for students from different racial, language, socioeconomic, gender, and geographic backgrounds, assess the use of effective research-based practices like acceleration and inquiry-based curricula, and evaluate the costs and benefits of universal screening. The findings and recommendations are due by October 1, 2022, and copies of the memorial will be sent to the Secretary of Public Education and the chair of the Legislative Education Study Committee.
