AI Summary

This bill makes several key changes to the regulation and licensing of various professions and occupations in New Mexico: 1. Clarifies that professional and occupational licensing boards must follow the State Rules Act when promulgating rules and the Uniform Licensing Act for licensing and disciplinary matters. 2. Provides for expedited licensure for individuals who hold a valid, unrestricted license from another jurisdiction, allowing the boards to issue the expedited license within 30 days of the application and fees being submitted. 3. Revises the powers and duties of the Board of Barbers and Cosmetologists and the Regulation and Licensing Department, including establishing new licensing requirements and fees. 4. Extends the sunset date for the Board of Body Art Practitioners. 5. Makes various other changes to the licensing requirements and processes for professions regulated under the Uniform Licensing Act. The overall intent appears to be streamlining the licensing and disciplinary processes for these regulated professions and occupations, while providing expedited licensure for qualified out-of-state applicants. This is meant to promote workforce mobility and address staffing shortages in some fields.
