This bill replaces the Secretary of the Children, Youth and Families Department (CYFD) with a governing board. The board will have three members - one appointed by the governor, one by a two-thirds vote of the state Senate, and one by a two-thirds vote of the state House of Representatives. The board will be responsible for directing the activities of CYFD and will have broad powers, including the ability to organize the department, appoint division directors, and promulgate rules and regulations. The bill also makes various other changes to the structure and operations of CYFD, such as providing for interim rulemaking in certain circumstances and transferring certain responsibilities from the former Secretary to the new board.
