This bill modifies requirements for towing and impounding vehicles in Minnesota. It defines "towing authority" and "towing company", and requires towing companies to only tow vehicles at the request of the property owner or lessee, who must provide a written description of the vehicle and reason for towing. The bill also requires towing companies to immediately release a vehicle if the owner or their agent requests release, pays a fee, and moves the vehicle to a lawful location, except for vehicles involved in a criminal investigation or that are stolen. Additionally, the bill caps towing fees at $150 and requires towing and impound lot companies to accept various payment methods and provide itemized receipts. Finally, the bill limits storage fees charged by impound lot operators to $30 per day and requires them to provide itemized receipts as well.
