This bill requires certain state agencies, including the Oil Conservation Commission, Environmental Improvement Board, Energy, Minerals and Natural Resources Department, and Department of Environment, to conduct a cost assessment and develop recommendations to reduce the compliance costs for the oil and gas industry when adopting new rules that impose mandates on the industry. The agencies must also assess the impact of these new rules on consumers, such as higher energy prices and reduced energy supply. The bill requires the agencies to submit these assessments, recommendations, and consumer impact studies to the legislature within 90 days of adopting a new rule, and the legislative recommendations must be considered in the immediately proceeding legislative session.
