This bill, the Right to Equitable and Professional Auto Industry Repair Act (REPAIR Act), aims to ensure that consumers have access to data, critical repair information, and tools related to their motor vehicles, and to provide them choices for the maintenance, service, and repair of their vehicles. The key provisions include: 1) Prohibiting motor vehicle manufacturers from using technological or legal barriers to restrict consumers' or their designees' ability to access vehicle-generated data, critical repair information and tools, or to use a repair provider of their choice. 2) Requiring motor vehicle manufacturers to provide vehicle owners or their designees with access to vehicle-generated data and critical repair information and tools at a fair, reasonable, and non-discriminatory cost. 3) Establishing a Fair Competition After Vehicles are Sold Advisory Committee to provide recommendations on implementation and competition issues in the vehicle repair industry. 4) Directing the National Highway Traffic Safety Administration and Federal Trade Commission to issue regulations related to secure access to vehicle-generated data and designate an independent entity to manage such access. 5) Empowering the Federal Trade Commission to enforce the Act and address unfair or deceptive acts or practices by manufacturers.
