This bill adds a new section, Section 16-40-12, to the Code of Alabama 1975. It allows local boards of education to offer an elective course or incorporate instruction on life skills into existing health and physical education courses. The life skills curriculum must cover personal finance literacy, personal rights, and good citizenship. The personal finance literacy component includes topics like savings, investments, credit and debt, consumer awareness, and insurance. The personal rights component covers state election laws, the U.S. Constitution, and the Bill of Rights. The good citizenship component focuses on honesty, respecting authority and others' property, and responsibilities to family and community, as well as interactions with law enforcement. The State Board of Education must adopt rules and policies to implement the requirements of this new section, including curriculum standards for the elective life skills course.
