This bill amends existing law to revise the legislative findings and provisions regarding rescission of voluntary remediation agreements and certificates of completion. The key changes include: 1. Expanding the definition of "eligible participant" to include any person interested in the assessment or remediation of a site, not just the current property owner. 2. Allowing the Department of Environmental Quality to rescind a voluntary remediation agreement, certificate of completion, or covenant not to sue if there is a false statement or representation made in any submitted document, in addition to a failure to comply with the agreement terms or an imminent threat to human health or the environment. 3. Revising the Idaho Community Reinvestment Pilot Initiative to provide financial assistance of up to 70% of qualifying remediation costs (up to $150,000 per project) to eligible participants conducting voluntary cleanups, rather than just property owners. The total program funding is capped at $1.5 million for a maximum of 10 projects. The bill also includes an emergency clause to make it effective July 1, 2022.
