This bill requires hazard mitigation plans, which are plans adopted by state or local governments to identify natural hazard risks and strategies to address them, to include assessments and mitigation strategies related to climate change impacts. Specifically, the plans must analyze how climate change will affect system assets and critical infrastructure, conduct social vulnerability assessments to understand disproportionate impacts on underserved communities, and describe methods to prevent, mitigate, and respond to the effects of climate change on natural hazards. The bill also requires consistency between hazard mitigation plans and other local planning documents. The Director of the Office of Emergency Management may adopt rules to implement these provisions, which take effect immediately but do not apply to planning applications submitted before the date of enactment.
