This Memorial requests the Children's Court Improvement Commission of the New Mexico Supreme Court to consider establishing a Children's Code Reform Task Force. The Children's Code is the state's legal framework for child welfare, including care, health, safety, and abuse or neglect investigations. The task force would study the current Children's Code and propose amendments to make it more responsive, drawing input from a wide range of stakeholders including various state departments (like Children, Youth and Families, Health, Human Services, Public Education, Workforce Solutions, Public Safety, Corrections, Economic Development, Early Childhood Education and Care, and Indian Affairs), children's court judges, law enforcement, legislative committees, public defenders, district attorneys, tribal governments and organizations, advocacy groups, legal professionals, former foster youth, parents involved in the system, mental health providers, and academic institutions. The Memorial also specifies that legislative leaders would appoint members to the task force, the Children's Court Improvement Commission would provide staff support, and the task force would report its findings and recommendations by November 1, 2023.
