This bill addresses several aspects of election security and voter confidence in Utah. It: 1. Prohibits voting in more than one state or precinct, requires voters to provide valid voter ID before voting, and directs the lieutenant governor to regularly take and store copies of the voter registration database. 2. Requires the lieutenant governor to establish rules for election officials regarding ballot security, custody, handling, and tabulation, and mandates an affidavit of compliance with these rules. 3. Allows the legislative auditor general to review ballots and election returns for auditing purposes, while prohibiting the disclosure of individual voter information. 4. Bans the solicitation or acceptance of private funds for elections, and requires each municipality and Native American reservation in the state to have at least one ballot drop box. 5. Directs the lieutenant governor to conduct annual audits of the voter registration database, maintain records of election equipment service, ensure election equipment is not connected to the internet, and establish rules for software validation and voter database security. 6. Appropriates $500,000 in one-time funding to assist counties and municipalities in obtaining video surveillance equipment for ballot drop boxes.
