This bill adds a new section to existing Idaho law to provide for the protection of certain monuments and memorials. The key provisions are: 1) Historical monuments or memorials in place prior to January 1, 2022, on public property cannot be relocated or permanently removed without a two-thirds majority vote by the board of trustees of the Idaho State Historical Society. Similarly, public areas named or dedicated to historic figures or events cannot be renamed or rededicated without the same two-thirds vote. 2) The board of trustees must notify state legislative leaders of any such votes and may be required to testify before legislative committees. 3) Monuments, memorials, or nameplates may be removed, relocated, or altered as necessary for construction, repair, or improvements, or permanently relocated to a location of similar prominence. 4) The Idaho State Historical Society is not responsible for any costs or liable for votes denying removals, relocations, or alterations. The bill declares an emergency and goes into effect on July 1, 2022.
