This bill adds to and amends existing law to provide for the adoption of the Idaho Energy Conservation Code. Specifically, it: 1. Establishes the 2018 International Energy Conservation Code, as amended by the Idaho Building Code Board and approved by the legislature, as the Idaho Energy Conservation Code, effective July 1, 2022. 2. Preempts and prohibits any local governments from adopting energy code requirements that differ from or are more extensive than the requirements of the Idaho Energy Conservation Code. 3. Amends the law to specify that the 2018 Idaho Energy Conservation Code shall be adopted and enforced by local governments, along with the 2018 International Building Code and 2018 Idaho Residential Code. 4. Requires any rules, including temporary rules, promulgated under this act to be approved by the legislature through a concurrent resolution. 5. Declares an emergency and provides for the act to take effect on July 1, 2022.
