This creates a "secure automatic electronic voter registration system." - Establishes same-day voter registration at polling places on election day and during early voting, allowing eligible individuals to register and vote on the same day by providing certain proof of residency. - Reduces individual, political action committee, and partnership contribution limits for candidate committees, generally from $6,250 to $1,000 for local/legislative offices and $2,500 for statewide offices. - Allows candidates participating in the state's clean elections program to qualify for supplemental funding grants during the election cycle by obtaining additional qualifying contributions from individuals. - Makes various other changes to election administration and campaign finance laws in Arizona.
