This bill adds a new section to existing law to establish the Confined Animal Feeding Operations (CAFO) Improvement Fund and a CAFO Improvement Fund Committee. The fund will be used to provide grants to owners and operators of dairy farms, beef cattle animal feeding operations, and concentrated animal feeding operations to support implementation of environmental improvement programs related to by-product, waste, nutrient, and water management; application and storage systems; energy-efficiency projects; and renewable energy projects using livestock by-products or waste. The CAFO Improvement Fund Committee, composed of representatives from various agricultural organizations and state agencies, will be responsible for establishing eligibility criteria, soliciting and reviewing grant applications, and directing the Department of Environmental Quality on the administration of the fund. The bill also includes provisions on the fund's investment, reporting, and exemptions from certain state laws.
