This bill modifies the Prairie Island Net Zero project by: 1. Extending the deadline for the Prairie Island Indian Community to obtain bids and submit the certified total cost of the project from January 1, 2022, to January 1, 2023, with the changes being effective retroactively from December 31, 2021. 2. Appropriating $15.2 million in fiscal year 2022 and $15 million in fiscal year 2023 from the renewable development account to the Commissioner of Commerce for a grant to the Prairie Island Indian Community to implement the Prairie Island Net Zero Project. The base for this project in fiscal year 2024 is $0, and the appropriation is available until June 30, 2031. 3. Allowing the Commissioner to reserve up to 20% of the certified total cost or the difference between the certified total cost and $46.2 million to pay for any actual expenditures that exceed the certified total cost. If the certified total cost is less than $46.2 million, the Commissioner must withhold the difference from the fiscal year 2023 appropriation and cancel it to the renewable development account.
