This bill adds a new section to existing Idaho law to establish provisions regarding supplemental Medicaid reimbursement for ground emergency medical transportation. The key provisions are: 1) Eligible providers, which are state or local government-owned or operated providers of ground emergency medical transportation services to Medicaid beneficiaries, will receive supplemental Medicaid reimbursement in addition to their normal Medicaid payment. 2) The supplemental reimbursement will be equal to the amount of federal financial participation received from the claims submitted. 3) The supplemental reimbursement cannot exceed 100% of the provider's actual costs. 4) The state Department of Health and Welfare must obtain approval from the Centers for Medicare and Medicaid Services for the payment methodology. 5) The nonfederal share of the supplemental reimbursement must be provided by the eligible governmental entities and cannot come from the state's general fund.
