This bill aims to promote social equity and host community agreements in the cannabis industry in Massachusetts. It defines "social equity business" and "social equity program", and requires 1% of the 10.75% tax on marijuana retailers that are social equity businesses to be distributed to the host city or town. The bill also modifies the process for local communities to allow or prohibit on-premises consumption of marijuana, and imposes new requirements and restrictions on host community agreements, including a 5-year limit on community impact fees. Additionally, the bill establishes a Cannabis Social Equity Trust Fund to provide grants and loans to social equity program participants and economic empowerment priority applicants, and requires the Cannabis Control Commission to administer a social equity program. The bill also includes provisions to address existing non-compliant host community agreements.
