This bill aims to alter the purpose of the Maryland Health Benefit Exchange Fund to include providing funding for the establishment and operation of the Qualified Resident State Subsidy Program. The Maryland Health Benefit Exchange is required to establish and implement this program, which will provide state premium assistance and cost-sharing reductions to qualified residents, defined as individuals seeking to enroll in a qualified health plan through the Exchange, who reside in the state, are not incarcerated (except pending disposition of charges), and are not eligible for federal premium tax credits, Medicaid, Medicare, or employer-sponsored minimum essential coverage. The implementation of the Qualified Resident State Subsidy Program is contingent on the approval of a state innovation waiver application under the Affordable Care Act.
