This Concurrent Resolution proposes an amendment to the State Constitution that would change the requirements for how public schools are funded. Specifically, it would mandate that local property taxes account for at least 20% and no more than 80% of a school district's total general fund expenditures, meaning local funding cannot be too little or too much of the overall school budget. Additionally, it would require the State to provide funding for at least 80% and up to 100% of the extra costs associated with educating students who need special education services, a change from the current system where the State is not obligated to fund a specific percentage of these costs. This proposed amendment will be put to a vote by the public in the next general election.
