This bill, the Bridging the Gap for New Americans Act, requires the Secretary of Labor, in coordination with other government agencies, to conduct a study on the factors affecting employment opportunities in the United States for immigrants and refugees who have professional credentials obtained in foreign countries. The study will analyze the employment history of these immigrants and refugees, assess any barriers that prevent them from using their overseas qualifications to obtain appropriate employment, analyze available resources to assist them, and provide policy recommendations to better enable them to secure skill-appropriate jobs in the United States. The bill also defines "applicable immigrants and refugees" to include non-U.S. citizens and nationals who are lawfully present and authorized to work, as well as naturalized U.S. citizens born outside the country. The study's findings must be reported to Congress and made publicly available within 18 months of the bill's enactment.
