This bill, the "Mental Health Access Act," increases Medicaid reimbursement rates for certain evidence-based behavioral health services, such as individual or group counseling provided in an outpatient setting by licensed healthcare professionals or substance abuse treatment facilities. The bill requires the Medicaid reimbursement rate to be no less than the Medicare reimbursement rate for these services, and directs the Commissioner of Human Services to apply for any necessary state plan amendments or waivers to implement the law and secure federal financial participation. The Commissioners of Human Services and Children and Families are also tasked with adopting regulations to effectuate the purposes of the act, which will take effect on the first day of the fourth month following enactment.
