This bill amends existing law to provide that the Idaho State Lottery Commission may adopt certain rules and to revise provisions regarding joint lotteries. Specifically, the bill allows the Commission to adopt rules governing the establishment and operation of the lottery, such as the types of lottery games, prize structures, and methods of selling and distributing tickets. The bill also authorizes the Commission to enter into agreements with other states, Canadian provinces, Australia, and the United Kingdom for the operation and promotion of joint lottery games, but prohibits the Commission from entering into agreements with other countries without affirmative action by the legislature. The bill declares an emergency and states that it will take effect on July 1, 2022.
