This bill makes several changes to support small business enterprises in California. It requires state agencies to designate a small business liaison responsible for various duties, including developing an "economic equity first" action plan to ensure small businesses, including those owned by women, minorities, and LGBTQ individuals, are involved in the agency's procurement process. The bill also requires the Office of Small Business Advocate to include information on procurement participation and compliance with action plans in its annual report, and makes the option to voluntarily identify as a minority-owned, women-owned, or LGBTQ-owned business available for small business certification. The bill establishes a minimum 25% procurement participation goal for small businesses, requires the Department of General Services to consider remedial actions for agencies that fail to meet small business goals, and mandates a statewide procurement and contracting disparity study.
