This bill adds Section 7060.8 to the Government Code, which prohibits an owner of residential real property from withdrawing accommodations from rent or lease or taking legal action to recover possession of accommodations if certain ownership requirements are not met. Specifically, the bill requires that all owners of the accommodations have been owners of record for at least 5 continuous years, with some exceptions. The bill also prohibits an owner from withdrawing accommodations from a newly acquired property for 10 years after providing notice of withdrawal for a different property. The bill requires disclosure of ownership information and prohibits owners from acting in concert to circumvent the provisions. The bill also includes findings that the provisions apply to all cities, including charter cities, as a matter of statewide concern.
