This bill adds to existing law to enact the Idaho Broadband Dig Once and Right-of-Way Act. The key provisions include: establishing a "Dig Once Policy" to facilitate the expansion of broadband infrastructure in highway rights-of-way, requiring the Idaho Transportation Department to develop a registry of interested broadband providers and notify them of potential projects, allowing the Department to install its own conduit to support broadband expansion, and requiring the Department to enter into license agreements with broadband providers for longitudinal access to rights-of-way. The bill also specifies that broadband providers shall not be assessed fair market value for installing infrastructure in accordance with the Act. The bill takes effect on July 1, 2022.
