This bill aims to improve access to medical assistance for incarcerated individuals in New York. It requires the Department of Corrections and Community Supervision (DOCCS) to enroll eligible incarcerated individuals in the state's Medical Assistance for Needy Persons program, unless they were already enrolled prior to incarceration or choose not to enroll. It also requires local correctional facilities to enroll eligible inmates in this program where practicable. For individuals found ineligible for Medicaid, the bill directs DOCCS and local facilities to help them apply for other medical insurance programs. The bill also requires the state to provide Medicaid identification cards to incarcerated individuals until their release. Additionally, it mandates an annual report on enrollment of incarcerated individuals in Medicaid and other medical insurance programs.
