This bill, the Living Organ Donor Reimbursement Act, would establish the Living Organ Donor Reimbursement Program in the State Department of Health Care Services to reduce financial barriers for living organ donors. The bill would authorize living organ donors to apply for reimbursement of qualified donation expenses, such as travel, lodging, lost wages, and child/elder care costs, up to $10,000 per donation. The bill would create the Living Organ Donor Reimbursement Fund within the State Treasury, funded by private donations and state appropriations, to provide these reimbursements. The department would be required to report on the implementation of the program to the Legislature by January 1, 2026, and the bill would be repealed on January 1, 2027. The bill also includes findings and declarations that the program serves a public purpose and does not constitute a gift of public funds.
