This bill would require the Superintendent of Public Instruction to add a specified dollar amount to the special education early intervention preschool grant calculation based on the total number of children from birth to 5 years of age who are deaf and hard of hearing. This additional funding would be used to contract with the California Schools for the Deaf or nonprofit organizations to provide specialized early intervention services, including language and speech services, deaf and hard of hearing mentor and coaching services, and related specialized services, to children from birth to 5 years of age who are deaf and hard of hearing. The bill also makes findings and declarations regarding the importance of early intervention services for deaf and hard of hearing children to ensure they are prepared for kindergarten.
