This bill amends the Meyers-Milias-Brown Act, which governs collective bargaining for local public employees, to authorize a recognized employee organization to charge an employee who holds a conscientious objection or declines membership in the organization for the reasonable cost of representation in certain proceedings, such as discipline or grievance hearings, where the organization does not exclusively control the process. The bill also revises the timeframe for a public agency to implement its last, best, and final offer after factfinding procedures have been exhausted, from no earlier than 10 days to no earlier than 15 days after the factfinders' written findings have been submitted.
