This bill adds a new section to existing Idaho law to provide legislative oversight of new federal unemployment insurance programs. The key provisions are: (1) The governor and Department of Labor cannot enter into new voluntary federal unemployment programs without an affirmative vote by the legislature, if the programs impose new requirements on employers, enhance or create new unemployment benefits, or change the duration of benefits. (2) The legislature can rescind any special or standing order or rule issued by the governor or Department of Labor to enter a new federal program, and for 60 days after such rescission, the governor and Department cannot reissue or take substantially similar action. This bill aims to ensure the legislature retains control and approval authority over future participation in new federal unemployment programs.
