This bill requires health care service plan contracts and health insurance policies issued, amended, or renewed on or after January 1, 2023, to limit the cost-sharing amount that an enrollee or insured must pay when receiving covered services from a noncontracting ground ambulance provider. The bill prohibits the noncontracting ground ambulance provider from billing or sending to collections a higher amount and requires the plan or insurer to reimburse the noncontracting provider based on the greater of the average contracted rate or 125% of the Medicare reimbursement rate. The bill also provides that no reimbursement is required for local agencies or school districts due to the creation of a new crime or infraction.
