This bill would require the Office of Planning and Research (OPR) to conduct and submit to the Legislature a study on the impacts and implementation of the guidelines for determining the significance of transportation impacts of projects within transit priority areas. It would also require OPR, upon appropriation, to establish a grant program to provide financial assistance to local jurisdictions for implementing those guidelines. The bill would remove provisions that previously limited the criteria for determining the significance of transportation impacts to only promoting the reduction of greenhouse gas emissions, and would remove the requirement that the alternative metrics for measuring transportation impacts only apply to projects within transit priority areas.
