This bill amends the Political Reform Act of 1974 to remove the exception for local government agencies from the prohibition on agency officers accepting, soliciting, or directing campaign contributions of more than $250 from parties or participants in a proceeding involving a license, permit, or other entitlement for use. The bill extends this prohibition from 3 to 12 months after a final decision is rendered in the proceeding. It also allows an officer who inadvertently accepts a prohibited contribution to cure the violation by returning it. The bill requires parties to a proceeding to disclose any contributions of over $250 made in the previous 12 months. Violating these provisions is punishable as a misdemeanor, but the bill states that no reimbursement is required for any costs incurred by local agencies or school districts.
