This bill repeals provisions of Maryland law that authorize or require the charging of service, representation, or maintenance fees by public-sector exclusive representatives to nonmembers. It removes the ability for public employers to negotiate such fees with exclusive representatives, and eliminates the requirement for nonmembers to pay these fees. The bill also provides that employees whose religious beliefs are opposed to joining or financially supporting any collective bargaining organization are not required to pay service fees, and instead must pay an equivalent amount to a charitable organization.
