This bill amends sections 9, 10, and 15 of the Public Employment Relations Act of 1947. The key provisions are: 1. Public employees are granted the right to organize, join labor unions, and collectively bargain, while prohibiting any coercion of public employees to join or financially support labor organizations. 2. Public employers are prohibited from interfering with or discriminating against public employees for exercising their rights under the Act. The Act also prohibits labor organizations from coercing public employers or employees. 3. With some exceptions, public employees cannot be required as a condition of employment to join a labor organization or pay dues/fees to one. However, public police, fire, and state police employees can be required to pay fees to the union representing them. 4. Certain subjects related to public school operations, such as staffing decisions and performance evaluations, are excluded from collective bargaining and are at the sole discretion of the public school employer. 5. Provisions allowing an emergency manager to modify or terminate a collective bargaining agreement are included, as are restrictions on public employers' ability to enter into intergovernmental agreements without bargaining over the impact on employees.
